+1 about it being too soon to make official policy decisions.

I think creating a catch-all to convert the PR request to a bugzilla bug as others have suggested would be an awesome idea, so that way the only thing that changes is the submission link.

If nothing more, send-pr can continue to function for ushering bugs into bugzilla.
