Maybe.  Lets not discuss this now as some of the relevant questions
don't have answers yet.

Luckily we don't have to worry about this for now.

The next step is to make the converter from GNATS -> Bugzilla work
incrementally so we can run them both at once with GNATS acting as the
master.
