To head off on a slight tangent...

Does -core have an official set of guidelines for adding new libraries
and utilities to FreeBSD?  (What purpose does it serve?  Why aren't
existing facilities adequate?  Why should it be in the base system
rather than ports?  How will it be maintained in future? etc).
