Add timecounter option to rc.conf

Please check the archives for the reasons. 
Having said that, more work is forthcomming.

They aren't documented because we don't use them. There are two paths in the
rc.d/ntpdate script: one for FreeBSD and one for NetBSD. The FreeBSD path is
the same as in the old rc.
