With boot1.efi from 11.2-BETA2 on the EFI partiton i could boot 11.2-BETA2 and
11.1-RELEASE installation.

So i suspect the bug was fixed in the history of stand/efi/boot1/boot1.c
between 11.1-RELEASE and 11.2-BETA2.
