Pkg seems to be broken on 11RC3. I try to install packages like vim-lite or
puppet38 and it fails with the error below. I was able to install vim-lite by
downloading the package file with fetch and running "pkg add" on it, so
something in the verification is broken.

pkg version is 1.8.7_1
