This config looks wrong; I think it should look like:

wlans_rtwn0="wlan0"
create_args_wlan0="wlanaddr 00:21:cc:d3:e7:1b regdomain ETSI country DE"
ifconfig_wlan0="WPA"

or

wlans_rtwn0="wlan0"
ifconfig_wlan0="WPA ether 00:21:cc:d3:e7:1b regdomain ETSI country DE"
