powerd works.  I have:

CPU: AMD Phenom(tm) II X6 1090T Processor (3214.70-MHz K8-class CPU)
FreeBSD/SMP: Multiprocessor System Detected: 6 CPUs

with a modified powerd running all the time and my cores run mostly at
800MHz.
