I am running a "FreeBSD 9.1-PRERELEASE #0: Sun Sep 16 17:55:15 CEST 2012". I noticed that the following line stops the ipv6 traffic to port 22: 
pass in quick on $ext_if proto tcp to port = 22 flags S/SA modulate state (if-bound)

It works fine for ipv4. If I replace modulate state (if-bound) with keep state it works with ipv6 as well.

This problem did not occur while using FreeBSD 9.0-STABLE. No changes in the pf.conf or the kernel config have been made since the upgrade.
