amd64/87898: Failt to init X: can't open device/io

I think that we should revert to making the mem and io devices present
by default in the kernel.  People are constantly tripping over the 
current scheme.  We can define a kernel option (i.e. NO_IO_DEVICE) for
those who specifically want to exclude it.
