CPU speed not reported correctly

You've some how gotten your Athlon64 processor in Cool-n-Quiet (ie,
PowerNOW) cool, low-power mode.  If you do a cold boot into FreeBSD, what
CPU speed is reported?  By chance is this a laptop and not a desktop.
