On PC164 you have an exchangeable xtal which gets multiplied for CPU
clock and some jumpers to set a divisor from that for many other
clocks like PCI, ...
If there are jumpers on PC164SX too maybe one of them is loose or
just bad.
Mmm - well the RTC shouldn't be affected by this.
