It is set in bsd.cpu.mk for the alpha case.  Unfortunately, it is not
set in the NOCPUCFLAGS case, which is a bug (NOCPUCFLAGS is intended
to give a safe set of flags, removind -mieee is definitely not safe)

You don't want it off.  Your system will stop working after the next
'make world'.
