patch: p4tcc and speedstep cpufreq drivers

Since I'm banging on my laptop today anyway, I thought I would add
a datapoint to the observations.  My system is a P4 2.8GHz with
hyperthreading enabled.  I've enclosed the interesting bits of the dmesg
and of the sysctl info; if you want/need any more, please let me know.
