It's definitely too late for the feature to go to 7.0, and it's in
fact useless in the binary release as it's mostly for people who
update their systems from the source.  OTOH it can be good to have
it in RELENG_7, and I hope to get reports about successful
cross-installs in HEAD to be sure the thing works as intended. ;-)
