RELENG_5 was never touched, so there's no difference between 5.4-RELEASE
and RELENG_5.  Building RELENG_6 on 5.x (I think this applies to 6.0
too) worked with nl_types.h 1.11, did not with 1.11.2.1 and now works
again with 1.11.2.2.
