This moves ath_rate_sample after ath_rate_onoe in the SUBDIR
list, making the former end up as /boot/kernel/ath_rate.ko.
I thought it's OK since ath_rate_sample is documented in the
ath(4) manpage, and it appears to work OK, but now I noticed
that ath_rate_onoe is preferred in sys/conf/*/NOTES. So
which one is actually preferred?
