Minor observation, fwiw:  The first time I tried to commit this, I
got an RCS template which did not include all the usual lines for
'Submitted by:' and 'Approved by:', but the commit did fail when I
tried it without the 'Approved by:' line.

That template did include the more generic lines for:

   CVS: ----------------------------------------------------------------
   CVS: Enter Log.  Lines beginning with `CVS:' are removed automatically
   CVS:
   CVS: Committing in .
   CVS:
   CVS: Added Files:
   CVS:    Makefile regress-env.rgdata regress-sb.rb
   CVS: ----------------------------------------------------------------
