  Log:
  - Document frexpf().
  - Neither frexp() nor frexpf() set errno.
  - Although frexp() is in libc for backwards compatibility, frexpf() is
    in its proper place in libm.  Document both as being in libm.
  - The frexp() and frexpf() functions conform to C99.
