Since TARGET_ARCH is set automatically if the user doesn't set it, we can't
add a check for the case that DESTDIR is not empty. So no seat-belts in this
case. Either we add a "DO_AS_I_TOLD_YOU" variable, or no seat-belts at all.
Choose one if you want to remove the native target arch restriction.
