It would be good to unify/generalize some of this stuff.  Warner pointed out 
devd has it's own mechanism (I'd forgot) and he intentionally avoided routing 
sockets because he wasn't sure there was enough overlap.

For now this is a simple set of changes that will enable bringing over WPA 
support and fixing dhclient once I can complete the backport of the net80211 
mods.
