Here is the difference in behavior:
{"/home/green/tmp/x"}$ make print-make all
make
make
{"/home/green/tmp/x"}$ make MAKE='/usr/bin/make -DNONDEF' print-make all
/usr/bin/make -DNONDEF
/usr/bin/make
