  Checkpoint of work in progress in cleaning up target mode. It actually
  seems to work well in RELENG_4. However, 5.X locking foo means that I'll
  have to do some quick redesign.
  
  Add ioctl handlers for ISP_GETROLE and ISP_SETROLE ioctls.
