  Log:
  Correct the calculation of "a leap year" in parseDWM.  The previous
  calculation would only match a leap year every 400 years.  The first
  time this bug would cause any noticeable problems is in Feb 2004.

  This is similar to the change made in revision 1.2 of ptimes.c.
