Add a couple of returns to making recovering from a failed witness_assert()
more sane in the RESTARTABLE_PANICS case.

They were intentional, though perhaps they should have been wrapped
in #ifdef RESTARTABLE_PANICS.  cvs annotate is your friend. :)
