Well, yes and no... these two scripts are included contrib parts w hich
are mainly for helping when doing manual export of history into html.
CenterIM itself does not need perl or python to run, and these two
scripts are only to be run manually.

So I would also not set USE_PERL5_RUN and USE_PYTHON_RUN since they are
not mandatory to run CenterIM.
