It takes time to fix the WWWDIR problem because japanese/bugzilla install path
depends on devel/bugzilla which skv@ maintains.
I think a way to solve these problems as follows.

Step 1.
 Fix pkg-plist in japanese/bugzilla.

Step 2.
 Fix the WWWDIR problem in devel/bugzilla and japanese/bugzilla
 at the same time.
