No, in my clean test environment it installed password.el* files.
Maybe these files get installed conditionally?

Yes, got krismail about it already. Marking it BROKEN and DEPRECATED,
with two month expiration date unless someone want to fix it. People can
always move to emacs21 version, I guess...
