No, linux_base-8 is the linux_base port which is used by default on all
versions of FreeBSD nowadays (including RELENG_4) (and RELENG_3 for
that matter, but I doubt it has been tested there.)

I believe that is unfortunately true, even though the RESTRICTED line
preventing CD-ROM distribution has been (erroneously?) removed from
linux_base-8.
