 Seriously, we should follow these rules as soon as possible.
 Although large content changes should be committed with a PR number
 after the patch is reviewed adequately to keep the track of changes,
 filing such PRs is not finished yet.  It will be done soon,
 so please be patient and careful when you add a large commit
 which needs technical review for now.  Thanks.
