Please explain where this "2 month time" came from and how we should
migrate and what we should migrate to?  Where is the UPDATING entry
that explains what we need to do?

What nonsense is this?  PR should refer to a gnats PR number.  I
presume this commit is related to the mess you have made with
graphics/libungif via ports/163592.  Having done some searching,
I've found ports/163591 which includes the patch you applied.
