Yes, but you use fetch(1) directly instead of using FETCH_CMD

%make -V FETCH_CMD
/usr/bin/fetch -AFpr

Does changing
        @${EXEC} fetch -o /dev/null
http://www.lsi.com/magic.axd?x=e&file=http%3A//www.lsi.com/downloads/Public/MegaRAID%2520Common%2520Files/8.02.16_MegaCLI.zip
to
        @${EXEC} ${FETCH_CMD} -o /dev/null
