I just asked a friend that teaches English and writes professionally.
It used to be the case that there was always a capital after ':'.
This rule has been relaxed in the last few dozen years so that it is
now optional. Her option would be to capitalize it when it is a
complete clause on its own, but that's just her opinion.
In other words, from a langauge point of view (at leas for en_US), it
just doesn't matter.
