Probable cause: "CTM section of the Handbook, which no longer exists"

Please replace broken URL with http://ctm.berklix.org 
which contains many URLs, is maintained by jhs@, a CTM user,
on the CTM delta archive ftp server, referenced in See Also of man 1 ctm

As ctm may move from src/ to ports/ I do not suggest just linking
to https://svnweb.freebsd.org/base/head/usr.sbin/ctm/ctm/ctm.1 as
that too may break, stranding readers, but an additional link
could be OK, to both

& 
http://ctm.berklix.org
