Scanner termination is (in general) not very good. I had similar problems
with my HP ScanJet IIc. The only way around it is to use a real terminator
on the scanner's second connector (thus disabling the built-in
termination). 

Hope this helps... If anyone else is having weird problems with the HP
scanners and 2940's, drop me a line... I had horrible troube getting this
one to work reliably. Finally works well now.
