So vulkan video doesn't work on AMD (A lot of artifacts when decoding on my
RX550).
On Intel it result in this : 

MESA-INTEL: warning: ../src/intel/vulkan/anv_formats.c:767: FINISHME: support
more multi-planar formats with DRM modifiers
[ffmpeg/video] h264: Device does not support the VK_KHR_video_decode_queue
extension!
On my whiskeylake laptop, same thing with mesa-devel.
So I'll just leave the video stuff for another update.
