This is what Assignee is for (their homework) and set based on MAINTAINER field. According to https://wiki.freebsd.org/Graphics#Team or https://reviews.freebsd.org/project/members/19/ there're many ports/ commit= ters who can land x11@ patches submitted by others. One solution is to ask portmgr@ for a ports/ bit. See https://www.freebsd.org/internal/new-account/ but self-propose then query potential mentors or wait for portmgr@ to find them. x11@ gains a ports/ committer that's not yet busy while the mentee gains guaranteed review.
