Nothing is decided yet.

I find this kind of picky. If a certain maintainer wants _some_ issues to be
reported in GitHub, so be it. But the main project's problem report database is
Bugzilla.
Or should we swipe through the whole ports collection and have such a statement
in pkg-descr for all the ports we have which upstream is in GitHub?
