Oops, ignore the bisecting advice in comment 4. It's not going to help.
mesa-*-21.3.8 used i965 by default on Gen < 8 (pre-Broadwell) unless
MESA_LOADER_DRIVER_OVERRIDE=crocus i.e., crocus was probably always broken in
your case.
