The only change I see in `contrib/wpa` between release/13.2.0 and
release/13.3.0 revolve around the fact that we now disable the interface (clear
IFF_UP via SIOCSIFFLAGS) while configuring it. This new behavior ring a bell
with regard to the `Network is down` errors ;)
