I'm experiencing exactly the same problem and behavior you're mentioning here.
My setup is a fail-over LAGG containing "wlan0" as secondary. And I'm upping it
before I'm attaching it to "lagg0" and spawning "wpa_supplicant". I've removed
that "ifconfig wlan0 up" in my script and "wlan0" works now as expected.
