[Bug 264238] WiFi stops working after upgrade from 13.0 to 13.1, AR9285

My laptop works fine at home. It also works with my phone hot spot. It does not
work with some routers. It seems to not work in many (most) Marriott hotels. My
phone works in the hotel as does my wife's Mac and iPhone.

I still strongly suspect that the issue is that the DHCP client is not working
with certain DHCP servers. I'm guessing Cisco, but am only sure in a couple
where the login splash tells me that they are using Cisco networking. The hot
spots in the last I stayed with this problem was a Ruckus, but, while they can
run a dhclient, it is likely a bigger box that handles DHCP assignments for the
whole place.

Again, I suspect a compatibility issue between DHCP clients and the DHCP server
or some box in between, perhaps a firewall.
