[Bug 264238] WiFi stops working after upgrade from 13.0 to 13.1, AR9285

So this is really odd. I today take my laptop with me to my workplace and test
13.1 with another network and it seems the problem is gone. But the two
networks are the same, they're both set up by my organization, they don't
require a password to connect and do require web login to use. The only
difference may be they're from different routers.
I am doing more tests tonight and see what exactly leads to this problem.
