Okay so just an update - I attempted an installation using 13.1-RELEASE where I did not change the regdomain of the Wifi card when prompted by the installer. The installation completes successfully, so it seems the issue is around changing the regdomain - which I am guessing causes some sort of up/down/up issue similar to that reported by others.
