After reducing num_vfs to 2 (from 14), and setting both to passthrough, I can
boot the bhyve vm without issue. It's been online now for ~15 minutes. Previous
fail time was less than a minute. Whatever the issue, this seems to avoid it.

Not sure if it's important, but with 14 VFs, 10 of them were not passthrough
(for jails), and 4 of them were. Mentioning it in case the mix has anything to
do with it.
