As an update, I've been doing the trick where I plug it in then "usbconfig
reset" and it works.  There is some "timeout" that happens on initial plugin.

Any suggestions on what could be different between plugging in vs a usbconfig
reset?

I am on a Framework laptop so I don't know if the extra layer of pluggable
peripheral is an issue.
