More context....

pcEngines machine, the same problem *does* show up on 12.2 (I have a back-rev
bootable card, and see the same pattern) so whatever this is, its not due to
something between 12.x and 13.x.

Changing (on the switch) the negotiable speeds down from 1Gbps/FDX does not
change behavior, nor does disabling power management on the switch port
involved.  The igb interfaces do not flap at all, nor do ue interfaces on the
Pi3 that is on the same network segment and switch (physically adjacent to this
machine.)

This box is the network gateway to the outside (cable modem is attached to it)
and does have and route both Ipv4 and v6.  Prior to adding the ue0 interface it
exhibited no misbehavior at all (and hasn't through several revisions of
FreeBSD.)
