[Bug 261989] USB Joystick disconnects every three seconds

Sorry about the delay. VMware on the iMac did not successfully boot FreeBSD.
I'm not sure why; trying on a MacBook running on a later version of macOS
worked fine.

Using the FreeBSD 12.3 Live CD, the same problem occurs under VMware. After
each disconnect I need to reconnect the device using VMware, but otherwise
identical to the real system. I tried with VMware emulating both USB 2 and USB
1.1 hardware.

On the same system, same hub, same device, same cables:

- Windows XP under VMware works fine.
- Native macOS works fine.

Getting a USB trace on macOS seems to be difficult. I'll see what I can do for
getting a trace from Windows.
