Do our xhci drivers not support full-power mode for hubs?

[root@honeycomb ~]# usbconfig ugen1.1 power_on
usbconfig: could not set power ON: Invalid argument

jnettlet has suggested that powersaving on the root hubs should be disabled as
it can lead to improperly negotiating the max speed on the bus.
