My guess is that

is enough to restrain lld's grabbing of threads, at least in most situations,
and we can probably revert

("llvm/lld: damage control threading") now. Also because the latter changes the
behavior of the llvm Support library, and thus any llvm-dependent tool that
calls llvm::ThreadPoolStrategy::compute_thread_count().
